Chief Kinsey joined the Satellite Beach Police Department in 2020 as a Patrol Officer, bringing extensive experience from the Clayton County Police Department, where he served in specialized units including Uniform Patrol, Traffic/Motor Vehicle Crash Investigations, H.E.A.T., and Criminal Investigations. His leadership and commitment to the profession led to his promotion to Patrol Lieutenant in 2022, where he oversaw all aspects of the Patrol Division, and to Deputy Chief in 2025, where he served under and was mentored by retired Chief Brad Hodge.
Chief Kinsey holds two earned degrees: a Bachelor of Business Administration with a concentration in Marketing from Clayton State University in Morrow, Georgia, and a Master of Divinity with a concentration in Leadership from Liberty University in Lynchburg, Virginia. He is a 2024 graduate of the University of Louisville Southern Police Institute’s 94th Command Officer’s Development Course, a rigorous academic program that prepares the next generation of law enforcement executives. Chief Kinsey is also a graduate of the prestigious 295th Session of the FBI National Academy in Quantico, Virginia.
He has accumulated nearly 3,000 hours of police training, including active certifications in Georgia and Florida, extensive expertise in DUI and impaired driving investigations, and specialized training in Internal Affairs, Advanced Criminal Procedures, and advanced supervision techniques.
His primary area of specialization is traffic crash reconstruction. Currently, he heads the Traffic Homicide Investigations Unit at the Satellite Beach Police Department and leads the Beachside T.H.I. Taskforce, comprising Traffic Homicide Investigators from four agencies in Brevard County tasked with reconstructing fatal motor vehicle accidents.
Beyond his professional pursuits, Chief Kinsey values time with his wife and children. He is conversational in Spanish and enjoys traveling, hiking in the Rocky Mountains, and motorcycle riding. His favorite destination is Uganda, where he has traveled multiple times to support humanitarian efforts in the East African region.
