If you are a resident and a registered voter in the City of Satellite Beach, and would like to become involved with your City, please submit a completed board application at the link below.  These are all volunteer (unpaid) positions.  If you would like to apply for the Youth Council, please complete the Application for Youth Council.

Current Board Vacancies:

  • Recreation Board:  One (1) Alternate

Duties

The Board of Adjustment (BOA) is a quasi-judicial board which has the following duties:

  • Administrative Reviews. Hear and decide appeals from any decision by the Building Official regarding any portion of City Code Chapter 30 (Land Development Regulations (LDRs).
  • Variances. Hear and decide requests for variances, which are exceptions made to certain LDR provisions. Variances remain with a property even when ownership changes (variances 
    “run with the land”).

Duties

The Library Board advises and assists Library staff on programs, services, and issues affecting the Satellite Beach Public Library.

Membership

7 primary members (2 may be non-Satellite-Beach residents) and 2 alternates (1 may be a non-Satellite-Beach resident)

Regular Meetings

Bi-monthly on 1st Tuesday in January, March, May, July, September, and November at 6:00 p.m. in the Satellite Beach Public Library Community Room

Officers

Because the City does not provide a staff recording secretary to the Library Board, this Board elects a secretary in addition to a Chair and Vice Chair.

 

Duties

This board administers the City’s pension plan for firefighters and police officers.

Membership

7 trustees, as follows:

  • 2 legal residents of the City appointed by City Council;
  • 1 firefighter and 1 police officer elected by their Pension Plan members;
  • 1 member elected by the other four board members, then ministerially appointed by Council.

Regular Meetings

Quarterly (February, May, August, November) on the 4th Thursday at 2:00 p.m. in Council Chamber.

Duties

This board administers the City’s pension plan for general employees.

Membership

5 trustees, as follows:

  • 3 legal residents of the City appointed by City Council;
  • 2 employee members of the General Employees Pension Plan elected by members of their Pension Plan.

If the general employee membership of the system falls below ten active members, an employee member seat may be held by a retired member, including those currently participating in the DROP, or another individual elected by the trustees.

FLC Defined Benefit Plan

 

Duties

The Planning Advisory Board (PAB) has the following duties:

  • As Local Planning Agency:
    • Assist the City Council in its obligations under the Community Planning Act in developing the City’s Comprehensive Plan and Plan amendments in accordance 
      with F.S. Chapter 163;
    • Examine and comment on the feasibility and implementation of matters submitted 
      to it by the City Council;
    • Assist in the coordination of City plans with county, state, and national plans, and 
      assess the effect of those higher-authority plans on the City;
    • Coordinate its work with that of other applicable City boards and staff to ensure full consideration of areas in which they are involved.
      • The PAB Chair shall work with City staff to notify the other boards’ chairs and City staff when matters involving their areas of responsibility are to be considered.
      • All other City boards retain their autonomy, and written reports of any board disagreement shall be submitted to the City Council.
  • Advise the City Council on all matters governed by City Code Chapter 30 (land development regulations) or otherwise required by law, including, but not limited to, (1) developing and recommending to the City Council land development regulations which implement the adopted comprehensive plan and (2) reviewing land development regulations, or amendments thereto, to ensure consistency with the adopted comprehensive plan and report its findings to the City Council.
  • Conduct hearings on proposed site plans when required by Chapter 30, rezonings, conditional uses, and subdivision plats. PAB is a quasi-judicial board when it considers site plans or rezoning specific properties.
  • PAB is authorized to request variances from the Board of Adjustment.

Regular Meetings

3rd Monday of the month at 6:00 p.m. in the Council Chamber (as needed)

Duties

The Recreation Board has the following duties:

  • Recommend City recreation programs;
  • Assist as needed with private and public recreation programs conducted within the City;
  • Promote public interest and participation in City recreation programs, and
  • While maintaining its autonomy, coordinate with the Planning Advisory Board upon notification that PAB is considering an area(s) in which this board is involved and submit to City Council a written report of any disagreement with PAB.
Membership

7 primary members and 2 alternates; 1 non-voting liaison may be appointed to share expertise in recreation matters, as desired. The non-voting member shall not be considered for the purpose of establishing a quorum.

Duties

The Sustainability Board has the following duties:

  • Develop community initiatives for a more environmentally sustainable community. 
    Initiatives can include:
    • Energy consumption and reduction
    • Reducing the City’s carbon footprint
    • Environmental programs and events that promote environmental awareness and solutions
    • Stormwater projects and healthy lagoon efforts
    • Community resiliency and disaster recovery
    • Low impact development and green building techniques
    • Public access and preservation

  • Provide recommendations on items submitted to the Board by City Council.
  • Create initiatives that may positively impact the environment that may not be tied directly to City functions.
Membership

7 primary members and 2 alternates and 2 non-voting liaisons appointed to share expertise in environmental matters. The non-voting members shall not be considered for the purpose of establishing a quorum.

Duties

The Tree & Beautification Board has the following duties:

  • Using the principles of Florida-friendly landscaping as defined in FS Chapter 373, and prohibiting the use of plants on the Florida Invasive Species Council’s most current list of invasive species, the board shall perform the following Citywide beautification duties:
    • Propose and implement beautification and community enhancement projects which the board deems appropriate for the various areas of the City to include:
      (a) Beautification: Landscaping, lighting, art, signage.
      (b) Environment: Coordinate volunteer clean-ups, small scale projects to enhance environmental protection, and promote and educate on specific environmental issues.
      (c) Education: Educate the community through workshops, school outreach, print and social media.
      (d) Volunteerism: Promote community involvement.
  • Assist private and public landscaping and beautification programs conducted within the City as requested; and
  • Promote public interest in improving the general appearance of the City.

Regular Meetings

1st Thursday of every other month at 6:00 p.m. in the Council Chamber.

 

Duties

The Youth Council has the following duties:

  • Increase youth participation and involvement in local government;
  • Organize and perform service projects or functions that benefit the community;
  • Make recommendations to City Council on matters affecting the youth of the community, and
  • Present an Annual Report to the City Council outlining the board’s activities and priorities during the year.
Membership

7 primary members  (and up to 13 primary members at Council’s discretion). Members must be students enrolled and engaged in study in grades 9 through 12 and residents of the City of Satellite Beach or non-residents who attend Satellite High School.  Priority will be given to City of Satellite Beach residents.

Term of Office

Term expires upon the high school graduation of the member.
