Permitting Plan - Post Disaster
In Compliance with Florida CS/CS/SB 180 Disaster Readiness Requirements
Purpose: This guide provides residents, contractors, and business owners with essential information for obtaining permits and rebuilding after a hurricane or other declared disaster. It ensures compliance with the requirements of Florida CS/CS/SB 180 and supports expedited recovery and resilience in the City of Satellite Beach.
I. Post-Storm Permitting Overview
Following a declared state of emergency, the City of Satellite Beach will:
- Activate a post-storm permitting center at 1390 S Patrick Drive Satellite Beach or an alternate location
- Maintain at least 40 hours per week of public-facing permitting services as soon as conditions allow
- Implement expedited review and inspection processes for storm-related repairs
II. Permit Prioritization Categories
The City will prioritize permits that address:
- Structural repairs to homes and businesses
- Roof replacements and emergency tarping
- Electrical reconnections and meter resets
- Plumbing repairs due to storm damage
- Debris fencing and safety measures
- Flood damage restoration and elevation work
- Temporary housing (e.g., trailers or mobile units, if permitted)
III. Emergency Permitting Process
- Determine if a Permit is Needed
Minor repairs (e.g., replacing screens, painting, cleaning) do not require permits. Permits are typically required for structural, electrical, plumbing, and roofing work. - Apply Online or In-Person
- Visit www.satellitebeach.gov to access the permitting portal (by May 1, 2026)
- Or visit Community Development at 1390 S Patrick Dr., Satellite Beach, FL
- Expedited Review Timelines
- Permit review completed within 1–3 business days for essential repairs
- Same-day permitting for emergency power reconnects and roofing if all documents are complete
- Inspections
- Scheduled within 24–48 hours of request, weather permitting
- Inspectors may conduct damage assessments concurrently with inspections
IV. Fees & Waivers
- No increase in permit or inspection fees is allowed for 180 days after the disaster declaration
- The City may reduce or waive fees for essential post-storm repair permits
- Impact fees will not be imposed for replacement structures that are substantially similar in size and use to the original
V. Substantial Damage & Improvement Letters
- The City will provide digital letters for Substantial Damage/Substantial Improvement determinations upon request
- These letters will be accessible via secure email or online portal by May 1, 2026
VI. Floodplain Requirements
- Repairs and rebuilding in flood zones must comply with FEMA requirements
- Elevation certificates, base flood elevation data, and substantial damage assessments may be required
