Chief Kinsey joined the Satellite Beach Police Department in 2020 as a Patrol Officer, bringing extensive experience from the Clayton County Police Department, where he served in specialized units including Uniform Patrol, Traffic/Motor Vehicle Crash Investigations, H.E.A.T., and Criminal Investigations. His leadership and commitment to the profession led to his promotion to Patrol Lieutenant in 2022, where he oversaw all aspects of the Patrol Division, and to Deputy Chief in 2025, where he served under and was mentored by retired Chief Brad Hodge.
He has accumulated nearly 3,000 hours of police training, including active certifications in Georgia and Florida, extensive expertise in DUI and impaired driving investigations, and specialized training in Internal Affairs, Advanced Criminal Procedures, and advanced supervision techniques.
His primary area of specialization is traffic crash reconstruction. Currently, he heads the Traffic Homicide Investigations Unit at the Satellite Beach Police Department and leads the Beachside T.H.I. Taskforce, comprising Traffic Homicide Investigators from four agencies in Brevard County tasked with reconstructing fatal motor vehicle accidents.
Beyond his professional pursuits, Chief Kinsey values time with his wife and children. He is conversational in Spanish and enjoys traveling, hiking in the Rocky Mountains, and motorcycle riding. His favorite destination is Uganda, where he has traveled multiple times to support humanitarian efforts in the East African region.
We are confident his leadership, experience, and commitment to service will continue to strengthen our department, and we look forward to this next chapter under his leadership.
Lieutenant Anthony Holland was born and raised in New Jersey, graduating from Mount Olive High School in 2003. His journey into public service began in 2006 when, at twenty years old, he enlisted in the United States Air Force. After completing basic training at Lackland Air Force Base in San Antonio, Texas, he served as a member of the USAF Security Forces Unit (Military Police).
In 2010, Lieutenant Holland transferred to the USAF Reserves and relocated to Patrick Air Force Base, joining the 45th Security Forces Squadron. While Lieutenant Holland was stationed at Patrick Air Force Base, he was hired as a Corrections Deputy for the Brevard County Sheriff's Office. Lt. Holland worked for the Brevard County Sheriff's Office as a Corrections Deputy for three years. During this time, he enrolled in and attended the Corrections to Law Enforcement crossover academy at Eastern Florida State College, paving the way for his career as a Police Officer with the Satellite Beach Police Department.
In 2013 Lieutenant Holland was hired by the Satellite Beach Police Department and served in the Uniformed Patrol Division before transferring to the Criminal Investigations Division as a detective in 2016. He was promoted to Corporal in 2017, Sergeant in 2019, and promoted to Lieutenant in 2022. Currently, he oversees the Criminal Investigations Division, School Resource Officer Unit, and the Communications Division. In 2021, Lieutenant Holland completed the Florida Leadership Academy (FLA Class #48), offered by the Florida Department of Law Enforcement, enhancing his leadership and professional skills.
Lieutenant Holland has been recognized through many awards, including multiple Officer of the Quarter awards, the Hartmann/Flagg DUI Enforcement Officer of the Year award, and a Life Saving award in 2022.
On his off days, Lieutenant Holland enjoys spending time with his wife, two sons and daughter.
Lieutenant Steve Owens joined the Satellite Beach Police Department on January 31, 2007, and has built a distinguished career marked by leadership, specialized training, and a strong commitment to both public safety and community engagement.
In 2009, he was promoted to Patrol Corporal and selected as a K9 Handler, a role he held for nearly a decade until 2018. That same year, he became an active member of the department’s Emergency Response Team, where he continues to serve. Lieutenant Owens was promoted to Patrol Sergeant on December 17, 2017, and has since held a variety of key assignments, including Field Training Officer, Firearms and Defensive Tactics Instructor, Training Coordinator for ATVs and Marine Patrol, Administrative Sergeant, and Acting Lieutenant. He also serves as the Patrol Liaison for the department’s Volunteer Program.
Lieutenant Owens is deeply committed to community involvement. In 2019, with the support of his wife and close friends, he helped establish the Satellite Beach Golf Cart Club. He continues to play a leading role in organizing the annual Golf Cart Parades and other community events that bring residents together.
Throughout his career, Lieutenant Owens has received numerous awards and commendations recognizing his professionalism, bravery, and dedication to service. He is a five-time Officer of the Quarter recipient and a three-time Satellite Beach Police Department Officer of the Year (2009, 2010, and 2012). His honors also include the Hartmann-Flagg Award (2008), two Life-Saving Awards, the Silver Star for Bravery, and the department’s highest honor, the Medal of Honor.
In 2010, Lieutenant Owens was named the State of Florida Officer of the Year for his heroic and lifesaving actions during a high-profile domestic violence incident involving an armed suspect. His swift and courageous response helped prevent further loss of life during a critical and dangerous situation.
Lieutenant Owens’ career reflects a continued dedication to excellence, leadership, and service to the Satellite Beach community.
Lieutenant Eric Anderson has dedicated more than two decades to public service, beginning with his honorable service in the United States Navy from 1994 to 1998. Following his military career, he joined the Satellite Beach Police Department on August 8, 1999, where he has since built a respected and well-rounded law enforcement career.
Early in his tenure, Lieutenant Anderson was promoted to Corporal in 2002 and became an active member of the department’s Emergency Response Team, where he continues to serve. His leadership and commitment to the profession led to his promotion to Patrol Sergeant in 2009. In 2025, he served as Administrative Sergeant and Acting Lieutenant prior to his promotion to Lieutenant.
Throughout his career, Lieutenant Anderson has served in a wide range of assignments that reflect his versatility and expertise, including School Resource Officer, Detective, Administrative Sergeant, Acting Lieutenant, Lead Firearms Instructor, and Traffic Homicide Investigator. His experience across these roles has contributed significantly to both the operational effectiveness of the department and the development of its personnel.
Lieutenant Anderson’s performance and dedication have been recognized with several honors, including the Hartmann-Flagg Award in 2008 and Officer of the Year Runner-Up the same year. He has also received numerous letters of commendation throughout his career, reflecting his professionalism and commitment to excellence.
Lieutenant Anderson continues to serve the Satellite Beach community with integrity, experience, and a strong dedication to public safety.
